In complying with Article 23 of Directive 2010/63/EU, persons engaged in the acquisition, husbandry, care and use of animals for scientific purposes shall be adequately educated, and trained under supervision until they have demonstrated the requisite competence and, furthermore, have access to mechanism(s) by which competence is developed and maintained through continuing professional development (CPD).
For persons carrying out procedures on animals (Function A); designing procedures and projects (Function B); taking care of animals (Function C); or killing animals (Function D), minimum requirements should include the eleven elements of Annex V of the Directive. Thus, the Directive stipulates that member states will publish minimal requirements containing one or more elements or tasks, to meet the need for education and training identified in the Directive.
To develop an Education and Training framework within EU, the National Competent Authorities endorsed a document to provide guidance in this process. The [consensus] document suggests that education and training for functions (Article 23, Annex V) are arranged in modules and that any such element should be associated with learning outcomes (LO) of the trainee(s). The document also proposes that such modules are identified as being:
Assessment criteria should be developed by the course provider for the LOs of each module covered by the proposed course.
Training records should be provided reflecting the modules taken and level of training successfully completed to allow for recognition of training across the EU and hence, transfer of skills. To meet obligations under Article 23, Member States are obliged to ensure that staff are appropriately trained – therefore there is a need for Member States to indicate satisfaction over training provision – whether delivered locally, regionally, nationally or internationally. Hence, all courses should have some form of independent oversight/approval, and this should also apply to local in-house training courses.
In order to facilitate course details to be presented in a coherent way, addressing the requirements set out in the Directive, ETPLAS propose that course providers use the template form as guidance in their presentation of course information. The information provided in this form will be published online on the ETPLAS website. Please update this information if there are any changes.
